Habitat for Humanity International is anchored on a fundamental vision of a world where everyone has a decent place to live. To further this vision, Habitat for Humanity established the Terwilliger Center for Innovation in Shelter (The Terwilliger Centre) to build and expand inclusive housing markets.
Background of TCIS in Kenya.
The Terwilliger Centre, for the past five years, has been implementing interventions in housing construction labour, construction materials, behavior change and finance. These interventions have been geared towards catalyzing the housing market system in Kenya to address the housing deficit.
Background of Monitoring Evaluation Accountability and Learning (MEAL)
The Monitoring Evaluation Accountability and Learning (MEAL) framework at The Terwilliger Centre is grounded on Change Pathways, Results Chains and intervention plans, that demonstrate the relationship between activities & root constraints leading to systemic market changes.
Data collection has primarily been focused on partner-led reporting using internal templates that feed into internal Global Metrics Tool (GMT) and external donors.
Purpose of the MEAL assignment
This review will include expanding existing systems to incorporate system level results. The Terwilliger Centre in Kenya seeks to contract an individual or firm consultant to support with implementing regular monitoring of system level results of past and current interventions.

Safeguarding: HFHI requires that all employees take seriously their ethical responsibilities to safeguarding our intended beneficiaries, their communities, and all those with whom we work. Managers at all levels have responsibilities to support and develop systems that create and maintain an environment that prevents harassment, sexual exploitation and abuse, safeguards the rights of beneficiaries and community members (especially children), and promotes the implementation of Habitat for Humanity’s code of conduct.
Data Protection: The consultant will be required to abide by Habitat for Humanity International’s data protection and security policy.
