The scope of the Chargé Programme Agriculture is the CAFI PUDT program, funded through CAFI and managed by AFD. The Chargé Programme Agriculture helps define the Agriculture strategy of the PUDT and is responsible for implementing it. The Chargé Programme Agriculture is responsible for delivery of all activities related to Output 1.15. Agricultural value chains without deforestation and without conversion of natural ecosystems are promoted and popularized (Phases 1 and 2) of the PUDT and works under the WWF RoC Conservation Director and in close collaboration with the CIRAD and other PUDT implementing stakeholders.
The position will ensure compliance with CAFI, AFD and WWF policies and regulations.
Main duties and responsibilities :
● Conduct broad stakeholder consultation (government, private sector, smallholder farmers, TFPs, CSOs and local communities) on the socio-economic and environmental challenges of climate-smart agriculture
● Establish or perpetuate multi-stakeholder platforms on this topic, manage these platforms.
● Guide consultancies on technical protocol and operational guidelines on the concept of “climate-smart agriculture” for a deforestation-free agricultural value chain
● Advocacy for legal recognition of the technical protocol and operational guidelines for climate-smart agriculture
● Possible contribution to the “Grow Congo” Forum focusing on zero deforestation agriculture
● Provide support to PUDT staff in capacity building on agroindustry as needed;
● Manage consultancies as needed.
● Provide regular technical and financial reports on the implementation of the work plan.
● Identify issues and risks related to the work plan implementation in a timely manner and suggest appropriate programme adjustments and escalate appropriately.
● Ensure budget is spent according to plans and according to the funder’s financial guidelines
● Ensure MEL approaches are embedded in programme delivery.
Qualifications and experience required:
• Minimum of a postgraduate degree in the field of Agro-economics, sustainable development, natural resource management, business, or related field;
• A minimum of 10 years’ experience in the Agro-industries, extractive industry policy field, Environmental Impact Assessments (EIA) processes and/or environmental lobbying is desired; implementing complex, large-scale programmes related to agroindustry, Agricultural value chains without deforestation and without conversion of natural ecosystems and/or sustainable livelihood development projects including in Africa.
Skills and competencies required:
• Strong working knowledge of and sensitivity to the political, social, and legal context within the Republic of Congo;
• Understanding of forest and wildlife policy, and natural resource management principles;
• Excellent people, diplomacy, and conflict resolution skills to handle complex and highly sensitive multi-stakeholder situations;
• Knowledge of cutting-edge research on the development of deforestation free agriculture; • Strong training and coaching skills;
• Strong monitoring and evaluation skills; • Excellent written and oral communication skills; • Bilingual in French and English;
• Quick thinking; capability of reacting under pressure;
