This consultancy is based in Bangkok in the Education Section at the UNESCO Regional Office. In the Transformative Education Unit, key priority activities focus on SDG Target 4.7 include Global Citizenship Education (GCED) and Education for Sustainable Development (ESD) and NEQMAP. In line with the new Recommendation on Education for Peace, Human Rights and Sustainable Development, these activities are implemented within the partnership and support from the Asia Pacific Center for International Understanding in Education (APCIEU) as well as in the framework of the project ‘Empowering Learners Through Transformative Education for Sustainable Development in Asia and the Pacific’ supported by the Government of Japan/MEXT. A whole-institution approach is being utilized to advance Target 4.7 in Member States, by providing technical assistance, capacity building, broad-based consultations among diverse stakeholders beyond education, and facilitating knowledge exchange to address emerging issues, and support educational transformation.
Within this framework, the consultant shall prepare for and produce a series of research, case scenarios, conference materials, including presentations, reports, and communication packages to support the implementation of SDG4.7 target and NEQMAP.
Under the overall authority of the Regional Director of the Regional Office in Bangkok; the guidance of the Chief of Section for Education; and direct supervision of the Programme Specialist in Transformative Education Team at UNESCO Bangkok, the Individual Specialist will support specific activities of the NEQMAP network, and GCED and ESD programmes in the Asia-Pacific region.
The Individual Specialist will undertake the following tasks:
a) Related to GCED (online) Network Annual Meeting in cooperation with APCIEU (tentatively on 16 December 2024):
b) Related to GCED Network Meeting at Xi’an Jiaotong-Liverpool University (XJTLU), China (18-20 February 2025;-dates to be confirmed):
a. The Individual Specialist will be required to travel on missions directly related to programme or project implementation during the assignment.
b. The Individual Specialist should travel economy class and receive DSA at the standard rate (and which should be reduced, as necessary, when the number of days of DSA exceeds the limits stipulated in the table of rates published by ICSC). DSA is only payable to individuals carrying out assignments away from usual place of residence or work. The Specialist is expected to make her/his own travel arrangements and should be provided with a lump sum to cover travel-related expenses in accordance with UNESCO rules and regulations.
c. The Individual Specialist is responsible for obtaining a certificate for BSAFE security awareness training, which is available on the United Nations Department of Safety and Security (DSS) website (https://training.dss.un.org), UNDSS security clearance through UNDSS’s Travel Request Information Process (TRIP) system for the countries to be visited, before travelling, and obtain prior approval of the Director/Head of the field office to which the travel has been agreed.
d. After completion of the official travel, the Individual Specialist must prepare a travel settlement and submit it to UNESCO to indicate whether the travel was completed as originally authorised or with changes. The Individual Specialist is required to:
– attach proof of travel and travel expenses with the travel settlement;
– declare any deviation from the itinerary or duration of the trip, which must be clearly detailed in order to allow for any necessary re-costing;
– declare any free or subsidised accommodation, meals, transportation to or from the terminal or transportation provided by the host/inviting body, an airline or a hotel.
– submit a mission report to UNESCO after the completion of the mission. Reports should clearly indicate the objective(s) of the mission, results achieved, any follow-up action required and recommendations that the Individual Specialist deems appropriate.

e) Related to the Publication on “Transformative Education and Sustainable Futures to Empower Learners in Asia and the Pacific”:
All drafts must be in line with UNESCO’s style guide (https://unesdoc.unesco.org/ark:/48223/pf0000141812). The consultant must provide of all references to data and other relevant material/resources used for argument presented as footnotes including links to the resources where possible. In line with UNESCO’s overall gender mainstreaming strategy, the individual specialist is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible.
The work shall be completed by 15 September 2025 at the latest.
