ABOUT THE PROJECT
TTC is a gender-transformative project funded by Global Affairs Canada, with the Ultimate Outcome of improving gender equality and care infrastructure for women and girls in Kenya. The project will work directly with 5,916 people in four counties17, reaching 318 adolescent girls and young women (AGYW) (aged 15-24), 1823 women aged 25-35, and 2310 women aged 36 and above, as well as 143 adolescent boys and young men (ABYM) (aged 15-24), 661 men aged 25-35, and 661 men aged 36 and above. It will also indirectly work with an estimated 2,021,800 people, including 256,504 AGYW (aged 15-24), 365,648 women aged 25-25, and 419,288 women aged 36 and above, as well as 245,126 ABYM (aged 15-24), 343,162 men aged 25-35, and 392,072 men aged 36 and above.
The project recognizes that the people we work with experience the intersectional nature of barriers to improving gender equality and the care infrastructure. In addition to discrimination based on gender, the people we will work with as part of this project may experience discrimination based on any number of identities, including ethnicity, religion, sexual orientation, gender identity, socio-economic status, or disability. As a result, TTC will take an intersectional approach to all activities, considering the varied realities of the people the project will work with.
It also involves gender-transformative training and sensitization sessions held with workplace leadership to support them to be champions of care work; gender-transformative behavioural communications change (BCC) campaigns designed and implemented to foster normative change in support of care work; and care workers trained on relevant competencies, life skills, advocacy, leadership, and rights, including the right to decent work and the right to live free from violence. Technical support will be provided to 1) civil society organizations (CSOs), including women’s rights organizations (WROs) and care workers’ unions, to implement gender-transformative care programs that are climate aware and use good environmental practices and 2) to the private sector to design and implement gender transformative care policies that integrate environmental analysis and strengthen the care economy within small and medium sized enterprises (SMEs). Advocacy strategies, tools and mechanisms will be developed by CSOs and care workers unions to hold government to account on gender-transformative structural changes.
The project has a two-pillar strategy representing two Intermediate Outcomes
The primary audience for this assessment is Oxfam in Kenya, KUDHEIHA and YAK to inform capacity strengthening activities for CSO’s on the adoption of gender transformative care policies and practices planned for year 2 of the project.
In Kenya ambitions to achieve inclusive and sustainable development are being undermined by inadequate investment in fostering gender equality in care work. Women and girls are providing millions of hours of care work, a provision that props up the economy and underpins society yet remains under recognised, undervalued, and under invested in. Achieving vision 2030 means that women must enjoy their full rights as equal partners in the economy and in the society.
This assignment therefore seeks to identify CSOs including WROs, care worker unions, private sector institutions in their ability to take leadership in Recognizing, Redistributing, Reducing, Rewarding and Representation of care work through adoption and implementation of gender transformative policies.

2. Final Report: Within the last five days to the expiry of the contract duration which is approximated as a total of 30 working days for the entire assignment. The report should contain the different elements mentioned below. All parts should be clearly distinguished from each other and of sufficient quality.
The consultant(s) should be prepared to use appropriate qualitative and participatory data collection approaches and techniques that will guarantee quality and compliance.
Primary Data collection: Information gathering from targeted CSO’s. The assignment will involve the development of a structured series of Key Informant interviews/ Expert consultations and other information gathering techniques that will be used in parallel under the assignment.
Secondary data review: The consultant will identify in consultation with Oxfam in Kenya, YAK and KUDHEIHA relevant policies and documents within the targeted CSO’s. This exercise will form part of the assessment to identify gaps in organizational skills and capacities to effectively implement gender-transformative care programs.
The provision of the services is to commence on October 6th , 2024 unless agreed by both parties that this Agreement is terminated early or amended in accordance with the terms of this Agreement.

Oxfam in Kenya will deduct withholding tax from the consultancy fees which will be in conformity with the prevailing government rates and submit the same to the Government of Kenya. The consultant will be entitled to a copy of the tax submission certificate on request.
All documents, data and information accessed will be treated as confidential and used solely to create visibility for the project and should follow the GDPR regulation on data control and storage. All the required documents and deliverables in their draft and final versions shall be submitted to Oxfam in Kenya within agreed timelines and shall remain the explicit property of the organisation.
The overall supervisors of this assignment will be Oxfam’s Gender Justice and Women Rights programme team with support from the MEAL.

Once hired, the consultant shall operate under the principles governing Oxfam ways of working including adherence to policies and procedures of Oxfam with regards to such key issues as non-partisan, neutrality, gender sensitivity, impartiality, and accountability, mainstreaming of Gender and safeguarding as well as other policies governing Oxfam operations on transport usage, security guidelines and confidentiality of information collected.
