CARE started working in 1948 in Jordan to meet the needs of refugees and displaced persons who had been forced to flee their homes in Palestine, as a result of the 1948 Arab-Israeli war and the subsequent creation of Israel. Today, CARE’s programming in Jordan spans across the humanitarian-development-peacebuilding nexus to support the most vulnerable communities in Jordan, with a strong focus on Gender Equality, Women’s Economic Justice, Climate Justice, and protection/basic needs in Humanitarian contexts.
Under the strategic guidance and direct supervision by the Assistant Country Director (ACD), the Senior Business Development and Grants Manager will support CARE’s resource management initiatives at country level in order to fund country strategic objectives. In doing so, and in alignment with CARE’s resource mobilization framework, the role-holder will ensure comprehensive consultation with key stakeholders, staff, and local partners during design, development, and submission of high quality proposals and concept notes.
H/she will proactively identify and track donor opportunities and support donor engagement alongside the ACD and Country Director. Additionally, the Senior Business and Development and Grants Manager will contribute significantly to business development knowledge management, learning, compliance documents, capacity statements, grant reporting, and maintenance of online platforms. The position-holder will work alongside Program Development Managers, Project Managers, the Partnership Specialist, MEAL Department, Finance, and the Global Strategic Resource Mobilization Director, among others.
JOB RESPONSIBILITY 1: Quality Proposal Development 35%
Produce proposal development schedules and track timelines, ensuring and facilitating coordination amongst country office staff and partners in a timely and quality fashion.
Work closely with the Program and Fnance teams to support the design and development of proposal logframes, narratives, and budgets.
Ensure that Theory of Change is clearly articulated in all new proposals and that key elements of program quality are included (e.g. gender, safe programming, learning, accountability to affected populations, risk assessments, effective and sustainable partnerships, etc.).
Ensure integration of lessons learned and/or recommendations from previous grants, including donor feedback, evaluations, after action reviews, audits, etc.
Contribute to the conceptualization of programs that ensure value for money (Efficiency, Economy, Effectiveness).
Coordinate with relevant staff, and promptly and accurately provide additionally requested information in relation to proposals and reports from donors or CARE members, and make necessary revisions based on feedback.
Provide technical assistance and capacity building for and with partners on proposal development and report writing.
Ensure Go/No Go, Gender Equality Marker, among other internal CARE compliance documents, processes, and platforms such as the Funding Opportunity and Resource Tracker (FORT) are completed/updated for each opportunity.
JOB RESPONSIBILITY 2:New Business Planning and Opportunity Preparation 25%
Seek and track donor intelligence on prospective new opportunities or partnerships; particularly for long-term, multi-year funding opportunities. Share information on new funding opportunities from bilateral, multi-lateral, and other institutional donors.
Document funding opportunities in CARE’s web-based tool to support strategic decision making and reporting.
Identify, and disseminate information on new funding opportunities from private sector and non-traditional donors.
Work with the ACD, Programs Team, and CARE regional/global technical specialists to develop capacity statements, one-pagers, position papers, snapshots, power point presentations, and concept notes for the purpose of donor, partnership engagement, thought leadership, and visibility.
Together with the CD, ACD, and Program Development Managers develop positioning plans for identified selected donors, and follow up with donors on priorities, plans, programs, etc.
Cultivate business relationships with external stakeholders and potential partners for large scale or strategic funding opportunities, either as a prime or sub-recipient in joint ventures.
Represent CARE as a generalist, alongside technical experts, in consortium meetings during proposal development and donor engagement.
JOB RESPONSIBILITY 3:Resource Mobilization Strategic Planning and Analysis 25%
In collaboration with the ACD, support the development of a resource mobilization strategy and articulate updates to the CARE Senior Management Team, member partners, and CARE’s global resource mobilization team.
Lead portfolio and funding assessments (portfolio analysis, donor landscape, opportunity assessments) to identify potential donors and advance the country office strategy.
Update tools and mechanisms to track funding against the country strategy and annual targets and revise annual fundraising targets and forecasts accordingly.
Conduct win/loss analysis and provide recommendations to increase success rates.
Maintain an on-going information bank on context analysis and research findings for proposal development (gender equality, protection risks, situational analysis, community needs, etc.).
Together with the Program Development Managers, develop value propositions for the country office thematic funding strategies.
Develop and maintain systems and tools to track positioning and donor engagement strategies.
JOB RESPONSIBILITY 4:Grants and Reporting Coordination 10%
Support the Programs Department in reviewing and refining final reports to strategic donors as needed.
Support CARE’s Individual Project Independent Agreement (IPIA) discussions, reviews, sing-offs, and ensure proper filing and documentation.
Support the Programs Team with grant opening, close-out meetings, as well as progress reviews.
Support the Programs Team with grants and subgrant monitoring across the country office and facilitate regular meetings with key stakeholders to ensure individual grants performance is being tracked effectively, and that risks and issues are being recognized and action taken.
Job Responsibility 5: Emergency Response Staff Security: 5%
• Take a lead role in facilitating timely, quality administrative support function delivery in the time of emergency response
• Guides and supports management on staff security concerns
• Promote a safe and secure work environment; foster a safety and security culture; and ensure consistent application of, and compliance with, CARE Jordan safety and security policies and procedures.
Safeguarding :
• Uphold CARE’s Safeguarding Policy and Safeguarding Code of Conduct.
• Must read the Safeguarding Policy and either sign the Safeguarding Code of Conduct or sign a Code of Conduct that is consistent with or references this policy and Safeguarding Code of Conduct.
● Review Safeguarding Country Office Risk Assessment yearly and document and track effectiveness of control.
● Ensure all projects and programs carry out a safeguarding risk assessment and all mitigation activities are resourced including dedicated safeguarding staff where relevant.
● Monitor safeguarding practices of partners and support partners to strengthen capacity in safeguarding capacity strengthening plan).
● Design and implement culturally appropriate, safe, and accessible feedback and accountability mechanisms (FAM).
● Conduct or coordinate delivery of safeguarding and child safeguarding training of partners and maintain records of training.
● Allocate resources and budget to prevent and respond to safeguarding concerns.
● Accountable for Safeguarding controls operating effectively across the organization.
● Oversee safeguarding activities and risks, and reports of SHEA and child abuse.
Qualifications/Education/Training :
Bachelor’s degree in development, international relations, business administration, business management, marketing, communications, or another related field.
Experience/Technical Skills:
-Minimum five years of experience in an INGO or similar environment; experience developing programs in both emergency and development contexts.
-Solid experience in more than one of CARE’s priority sectors: Gender Equality, Economic Empowerment, Climate Change, Protection, in development and emergency settings.
– Practical experience and successful track record in writing and leading proposals for a variety of donors, including institutional, private sector, foundations, corporates, the UN etc.
-Sound knowledge of the donor landscape in Jordan.
– Familiarity with project design methods and tools (including assessments, logical frameworks, and work planning) and strong appreciation for innovation and partnership as part of project development.
– Excellent writing/editing skills.
– Proven ability to build and maintain close and constructive working relationships with peers, management and staff in defining and fulfilling knowledge needs.
– Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure.
