Under the authority and supervision of the Director of UNESCO Regional Office for UN Coordination for the Arab States and UNESCO Representative to Lebanon and Syria (Beirut Office) and in close coordination of concerned Programme Specialists, the incumbent shall perform the following tasks:
TASKS FOR CONFLICT AFFECTED COUNTRIES
COORDINATION
• Ensure overall coordination for the sound planning and implementation of the UNESCO Action Plan for Emergency Response in Lebanon, ensuring alignment and synergy across the Culture, Education, and Communication and Information sectors.
• Support the development and coordination of the Emergency Action Plans of other possible conflict affected countries, ensuring coherence with regional and international efforts and alignment with UNESCO mandate.
• Support the development of concept notes and funding proposals for the UNESCO Action Plan for Emergency Response in Lebanon and possibly for other conflict affected countries, based on technical and strategic inputs from the relevant sectors. This includes integrating timelines, objectives, budgets, execution processes (detailed schedules, workplans), M&E tools, and risk assessment). Consolidate the stakeholder mapping process for the UNESCO Action Plan for Emergency Response in Lebanon, with inputs provided from the relevant sectors.
• Archive and keep record of all documentation related to the UNESCO Action Plan for Emergency Response in Lebanon and other country affected countries.
MONITORING AND REPORTING
• Monitor the implementation progress of the UNESCO Action Plan for Emergency Response in Lebanon and other countries and prepare related periodic progress reports as well as briefing reports for HQs, building upon inputs from the relevant sectors. These reports will focus on the progress, results, targets, and budgets outlined in the Plans, highlighting achievements, challenges, and recommendations.
COMMUNICATION AND PARTNERSHIPS
• Follow up on the implementation of the communication plan – to be developed- related to the UNESCO Action Plan for Emergency Response, in coordination with the communication officer.
• Convene regular meetings and maintain internal communication and coordination with Beirut UNESCO teams to update on the progress of the UNESCO Action Plan for Emergency Response in Lebanon and possibly for the other countries.
TASKS AT THE REGIONAL LEVEL
• Support the Director in regional UN coordination efforts, including participation in the Peer Steering Group (PSG) and ensuring alignment of UNESCO’s education and cultural response within this framework.
• Engage in the Issue-Based Coalitions (IBC) on Education, Culture, and Skills, as relevant, ensuring UNESCO’s contributions are well-integrated into regional inter-agency initiatives and that UNESCO Beirut Office is strongly positioned within the Regional Collaborative Platform.
• Coordinate and represent UNESCO in meetings convened by the UN Development Coordination Office (DCO), as appropriate, to ensure effective collaboration and positioning of UNESCO within regional emergency response mechanisms.
The incumbent will be working in part time modality and can work remotely starting on 1 May until 30 November 2025. In-person meetings or missions to Lebanon might be required and will be covered separately.
While there will be peak workloads and periods of less intensity, depending on the situation evolution, it is estimated that 17 worked days on a monthly basis will be sufficient to complete the above tasks.

• Master’s degree in related fields.
• At least 5 years of proven coordination experience at international level
• Excellent communication and negotiation skills.

• Ability to work independently and as part of a team.
• Ability to think strategically and creatively
• Proven ability to work both independently and within a team of senior experts.
• Strong tactful/soft diplomacy and communication skills with proficiency in developing high-level compelling technical written and oral presentations.
